In order to qualify for NIH funds, recipients of such grants must register with the CDC and USDA as select agents. In the event that a registration certificate is denied, NIH funds cannot be used to carry out the research. Further, a registration certificate must be filed within four months of the NIH’s award.

The SBA must comply with federal regulations, including 13 CFR Part 121. These regulations govern government contracts and small business assistance programs. They also govern the size of business grants, the size of businesses that can receive them, and the eligibility requirements. Part 121 also governs government contracting programs and governs small disadvantaged business status.
